I'm working on this.  But I'm not moving them to "accounted for" because
they aren't.  I need a new category for situations like this - where our
lack of response has timed someone out.  I'm discussing this with a
couple of people and will publish what I come up with on this list later
this week.

Until then, these need to stay where they are.
