Do you have the "caused by" for that exception, or is that the full  
trace?  You might need to set level="finer" to see the information.

The error message is coming from the JDK's XML parser, but when I'm  
trying it here I don't see this error.

We've made some compatibility changes for the JSTL library in 4.0.   
This is probably just a regression.  I've added a bug report at 
http://bugs.caucho.com/view.php?id=3349
