Beats me.  You're right that I was wrong in saying you could put the  
content type in that element, but it seems to me that the encoding  
should work.

So this might be a resin bug.  Encoding issues can be troublesome,  
though, since there're so many places from which it can be set.

I guess another solution might be to write a Filter which sets the  
content-type and encoding on all responses.
