That would be with 3.1.1, as I had not upgraded to 3.1.2. Now it is  
working fine under 3.0.x, so I'll upgrade this host when I move to  
3.1.2.

Is this with 3.1.2?  The init-param should be allowed, although that  
was a bug in earlier versions of 3.1.
