I have never run resin on Windows (and if I am lucky enough I am hoping I never will ;-)

Are you using httpd.exe to start resin?  I think it supports the same command line option
as httpd.sh.

Thanks for your valuable information.  It gives me a better idea.  I am
looking into the configuration and I couldn't find any helpful info.

However, I am running on Windows, it doesn't recognize the
"-no-auto-restart" as a command line option.  Do you have any idea?  Can I
modify the wrapper.pl file to set the default as no-auto-restart?

Use that to disable automatic server restart.
