1.         Education - Bachelor's or advanced degree in an information
technology/computer science related field.  Experience will be considered in
lieu of college degree requirement.



2.        Experience - Two to four years of prior work experience in
programming and/or analysis with strong analytical skills and written and
verbal communications skills.



3.        Skills
General Job Skills

o       Working knowledge of UNIX, Windows 2000, XP, 2003 and Vista

o       Knowledge of TCP/IP communication protocol

o       Programming skills in the following languages:

§         Visual Basic (6.0, .Net, ASP Pages)

§         Java

§         C++

o       Knowledge of SQL and general Oracle database structures
Specific Job Skills

1.      *Primary support of ESRI GIS systems*

§         Systems include but are not limited to:

a.      ArcSDE 9.2 (Running on Oracle 10g)

b.      ArcGIS 9.2 (ArcCatalog, ArcMap, ArcView, etc.)

c.       ArcIMS 4.x

d.      ArcFM and Designer 9.2 (Miner & Miner)

e.       Microsoft MapPoint

§         Ability to develop custom solutions using ArcObjects 9.2

§         Ability to create and maintain ArcIMS websites is desired.

§         Knowledge and experience with version management of ArcSDE
database

§         Ability to create and report from Multi-version views from an
ArcSDE database

*2.      **Support Business Applications in Metering and Work Management*

§         Systems include but are not limited to:

a.      WMIS/ARM v.1.2

b.      MVRS v.7.82

c.       MV 90 v.2.0

d.      XIcomm v.2.0

e.       MVComm v.

f.        Pervasive v.9 SP2(9.5)

§         Work with Senior Analysts to configure, code, and modify existing
functionality within Work Management and Metering or develop new
functionality.

§         Test new Metering and Work Management Functionality

§         Implement new Metering and Work Management system configurations

§         Develop and implement preventive maintenance plan Metering and
Work Management

§         Lead efforts to implement application and software upgrades and
patches.

§         Facilitate user group meetings associated with these applications.

*3.      **Supporting role in SCADA, OMS, MWM and other Engineering and
Operations system maintenance and other E&O projects*

§         Provide backup for the other IT personnel assigned to Engineering
and Operations systems

§         Assist in projects relating to all Engineering and Operations
software and hardware projects.
