Project Overview :
The California Prison Health Care Receivership Corporation is a
non-profit organization created to house activities of the Federal Receiver.
United States District Court Judge, Thelton E. Henderson, established the
Receivership as the result of a 2001 class action lawsuit (Plata v.
Schwarzenegger) brought against the State of California over the quality of
medical care in the State's prison system.
This Plan calls for numerous actions to be performed over the next
three-to-five years by California Prison Health Care Services (CPHCS)
program to meet constitutionally acceptable and sustainable levels of
patient-inmate medical care.
The Receivership has adopted six goals and their associated objectives and
actions: 1) ensure timely access to health care services; 2) establish a
prison medical program addressing the full continuum of health care
services; 3) recruit, train, and retain a professional quality medical
workforce; 4) implement a quality assurance and continuous improvement
program; 5) establish medical support infrastructure; and 6) provide for
necessary clinical, administrative and housing facilities.
CPHCS has several web-based applications in support of the Receiver’s goals
outlined in the Plan. The CPHCS is seeking an experienced Senior Microsoft
Web Developer (Developer) to assist with development, implementation,
maintenance, and knowledge transfer of CPHCS’ web-based applications
including, but not limited to, the Hire Tracking System and Peer Review
System.
The Developer will report to CPHCS’ Health Care Applications Development
Services Branch Data Processing Manager (DPM) III, or designee(s)
Skills, education, certifications, experience Consultant(s) must meet the
Mandatory Qualifications to be considered for award. Consultant(s) will be
evaluated on expertise and experience stated in the resume against the
mandatory qualifications. At discretion of CPHCS, interviews may be a part
of the selection process.
Mandatory Qualifications:
1. At least five (5) years application development experience using
the Microsoft .NET Framework with C#;
2. At least two (2) years web-based development experience using C#,
ASP.NET <http://asp.net/>, and Microsoft Internet Information Services
(IIS);
3. At least two (2) years of development experience with Windows
SharePoint Services 3.0 (WSS), SharePoint Service 2007 (MOSS) and Microsoft
Office integration;
4. At least two (2) years experience developing database reports
using Microsoft SQL Server Reporting Services (SSRS) and manipulating data
using Microsoft SQL Server Integration Services (SSIS);
5. Experience developing database applications using Microsoft
access 97/2003 and Microsoft SQL Server 2005 or 2008; and
6. Experience developing applications with Silver-light 3.0.
Desirable Qualifications:
1. Certified as Microsoft Certified Technology Specialist (MCTS) for
SharePoint Services 3.0;
2. Certified as a Microsoft Certified Solution Developer (MCSD);
3. Knowledge and experience with the SharePoint Object Model;
4. Knowledge and experience in design, development, and
administration of SharePoint sites using best practices;
5. Implementation and development experience with SharePoint web
parts;
6. Working experience in a health care information technology
environment; and
7. Proven ability to work both in a team environment and
independently.
Responsibilities : SCOPE OF SERVICES
The Developer is required to perform all of the following:
Collect requirements for web-based applications;
Perform system analysis and design application components in accordance with
specified requirements;
1. Develop web-based application(s) using .Net, C#, Microsoft SQL
Server, Silver-light, or SharePoint;
1. Deploy application(s) into test environment;
1. Resolve application defects identified during testing;
1. Deploy application(s) into production environment;
1. Train customers to use new application(s) designed and/or
developed by Consultant;
1. Prepare written documentation to operate and maintain the
application(s);
1. Develop and maintain web-based applications as requested by
Health Care Applications Development Branch DPM III and/or designee(s);
1. Provide weekly written status reports to the Health Care
Applications Development Branch DPM III and/or designee(s);
1. Provide schedule estimates to the Health Care Applications
Development Branch DPM III and/or designee(s);
1. Collaborate with other CPHCS developers on team-based IT
project(s), as requested;
1. Communicate status of development(s) with project stakeholders;
Complete application development activities in agreed upon timeframe(s);
1. Participate in coordination meetings, provide software
development expertise, gather required information, and make
recommendations, as appropriate;
1. Actively participate in information gathering meetings,
fact-finding meetings, working sessions, status reporting (both verbal and
written), presentations, and general communication(s) on an ongoing basis to
help ensure success of project; and
Perform any other related duties as requested by the Health Care
Applications Development Branch DPM III and/or designee(s).
