Nighlies are available in http://downloads.reviewboard.org/nightlies/.
You can either pass the URL of the file to easy_install, or do:
$ easy_install -f http://downloads.reviewboard.org/nightlies/ -U Djblets

An additional bit of information.
We're using mod_wsgi 3.2 for our python apache plugin, not mod_python or
fastcgi.
Does ReviewBoard test against mod_wsgi?
