When I installed it, it was enabled in plugin management and the file could
not be uploaded.
When i close the powerpack plugin. File can be uploaded, but can not be
reviewed.
This is my installation information
[root@localhost ~]# easy_install reviewboard
Searching for reviewboard

ReviewBoard 2.5.8 is already the active version in easy-install.pth
