Browsing the rest of the SVN repository issues helped me to resolve my
problem :)
I've executed "rb-site manage /path/to/sitedir registerscmtools " which
registered new SCM Tools (one of them was Subversion) and now my Repository
Type contains Subversion (among other new repo types).

issue I wanted to add my input as well.
Installed RB 3.0.16 on Ubuntu (18.04) and installed subversion and
python-svn (using apt-get install subversion python-svn command).

If you only have those options in there, then there's some sort of Python
dependency error somewhere. This will prevent us from scanning for Python
package "entrypoints" that provide the SCM support (amongst other things --
authentication backends and extensions will also go missing).
