Also when i try without --submit-as option then i was able to proceed with
posting the review-request. Now could you please tell me why this is not
working with --submit-as option does user needs requires authentication
from RB server what i am missing please help

--submit-as requires super user or staff status. And this is how it is
designed, I believe.
