How hard would it be to upgrade from 3.0.8 to 4.0? And is it worth it?

will depend on how stable it is.
I would like to clarify the versions, though. Review Board 3.0.x ships
jQuery 1.11.1 and jQuery UI 1.8.24. jQuery 1.11.1
