I confirm that email is the culprit.
The interface should not block because of it, shouldn't this be done in the
background?

Two things to check:
1) Make sure memcached is enabled and running and that Review Board is
configured to use it.
2) Try disabling mail sending and see if the problem goes away. It may be
your mail server blocking.
