So /static maps to /var/www/reviewboard/htdocs/static if i understand it
correctly.
I can find these files:
/var/www/reviewboard/htdocs/static/rb/css/common.min.290ac1b4576d.css
/var/www/reviewboard/htdocs/static/djblets/css/datagrid.min.c24e89898f28.css
I see links like:
And for an image:
It seems all the links for /static do not work, when i click on them i get 500
errors.
Other links seem OK.

This is actually a fresh install on a clean VM, not an upgrade.
However i did stop services, run "sb-site upgrade", and started services
again but it still looks the same.

Did you run 'rb-site upgrade' on the site directory after you upgraded? It
sounds like the CSS and JavaScript aren't set up correctly.
