I'm guessing you're referring to the commits that show up when you go to
the "New Review Request" page. What you should do is configure Review Board
with the remote address of your SVN server, rather than with the local SVN
checkout.

I have installed ReviewBoard on an ubuntu machine that has access to
intranet only (no internet). I then checkout my SVN repository on this
machine and set this as a repository within ReviewBoard.
