i just gave the ownership of the reviewboard.db file to the user in which
the web
server is running.
chown -R web-server-username /path/to

thanks for your quick reply. This issue was resolved after giving the
ownership of
the database to the web server.

Make sure the directory containing the database is writable by the web
server.
