In 1.6, generic files can be attached and commented on. There's no inline  
commenting (yet) but at least it's part of the way there.

Describe the enhancement and the motivation for it.
At the company I work for, design mockups are often passed around in PDF  
format rather than a collection of images. When using review board during  
project inception between design and development teams (or internal design  
discussion pre development), we currently break up these PDF's into images  
and post the series on review board. It would be wonderful if ReviewBoard  
could natively accept a PDF and, on the server, break up each page into an  
image file appended to the review.
