New issue 1126 by hoshposh: Encrypt or Hash the SVN Credentials

It would improve security if the credentials stored for a svn repository
were encrypted or at least encoded or hashed so that they were not human
readable.
Administration duties for our ReviewBoard server are shared amongst many
different individuals, but the credentials are not supposed to be disclosed
to all of the people in this role. At the moment any admin can open the
repository properties and see the sensitive credentials for a svn
repository.
