We're not even supporting deployment on Windows with 1.7 and newer, much  
less development.

What steps will reproduce the problem?
1. Prepare development environment for development
2. Run devserver.py

C:\Users\johny\reviewboardc:\Python27\python.exe  
contrib\internal\devserver.py

'.' is not recognized as an internal or external command,
operable program or batch file.

What is the expected output? What do you see instead?
Script should run server

What operating system are you using? What browser?
Windows 7

Please provide any additional information below.
Workaround is run c:\Python27\python.exe reviewboard\manage.py runserver
