A way to customize would also be nice.  Something as simple as a list of  
people could work.  If empty list (as opposed to omitted) no email.

I'm not sure if there is a way to do this, but I would also like to be able  
to publish without sending out an email.


I want all the engineers to be able to see all of the comments from each  
other.  There is no way that I know of for that to happen unless each of us  
publish.  However, I don't want to publish because I am not ready to  
publish to the world yet.  I just want the other engineers working on the  
fixes to be able to see my comments and for me to be able to see their  
comments.

What's the URL of the page this enhancement relates to, if any?


Describe the enhancement and the motivation for it.

- Sometimes I have to make some cosmetic changes to the review request like  
updating the data that I inserted while creating the review request. The  
changes may be as small as adding or removing a bug number. However I do  
not want an email to be sent to the reviewers for such changes. Sending a  
review request may waste the reviewers time if they go through the changes  
only to find out there was actually no update.


What operating system are you using? What browser?

-Red Hat Enterprise Linux Server release 6.2 (Santiago)
-Google Chrome

Please provide any additional information below.

A solution could be to add a flag to the publish dialog, checking this box  
will not send an email or have a separate publish button which does not  
trigger email update.
