What version are you running?
1.7.19

What's the URL of the page containing the problem?

What steps will reproduce the problem?
1.  Person A opens a review.  Adds person B as the reviewer
2.  Person B makes comments in the diff view & publishes.
3.  Person A opens the diff view, clicks on the blue icons indicating  
comments & replies to the comments there.  Publishes the review


What is the expected output? What do you see instead?
The responses from Person A should be part of the original review as if  
Person A had clicked Add Comment.


What operating system are you using? What browser?
OSX 10.9
Safari 7.0

Please provide any additional information below.
The draft should be synchronized between the review & the diff page; if I  
add comments to a review, they should be there as a draft when I open the  
diff view.  Similarly, comments in the diff view should be visible as draft  
comments in the review page.
