What version are you running?

What's the URL of the page containing the problem?
Admin Users
What steps will reproduce the problem?
1. Select a User on the system
2. Provide the user with the Permissions: Active
3. Add the user permission: reviews | review request draft | Can delete
review request draft
4. Save
What is the expected output? What do you see instead?
Expected Output:
On the review request draft, the user should have a 'Delete Permanently'
option under the 'Close' tab
Current Result:
The two options available under the Close tab are 'Discard' and 'Submit'
What operating system are you using? What browser?
Windows 64bit OS, Chrome Version 36.0.1985.143 m
Please provide any additional information below.
I am trying to provide users the ability to discard the review request
permanently while in the draft stage. Any help would be appreciated :)
