What's the URL of the page containing the problem?

What steps will reproduce the problem?
1. rbt -u post some changes
2. Go to the review page in a browser
3. Hit publish review
4. Quickly edit some text in a box
5. The browser will ask you to confirm you want to leave a page with unsaved content
6. Say "Don't Leave"
7. Try and publish content
8. It says you are trying to publish a review request with no changes, (as they already went through).
The page will be stuck in a strange state.

What is the expected output? What do you see instead?
I expected saying no to the popup would stop the request from being published, and I could fix the textbox. Instead, I get placed in a strange state, and it review request is published.

What operating system are you using? What browser?
OSX, Chrome
