This is not possible. The design of the system is to purposely avoid a lot
of "process" overhead, with the expectation that everyone is acting like a
mature developer, in the best interest of the code. If you have a developer
who is trying to get around some policy by marking ship-it themselves, a
limitation in the system isn't going to prevent them from finding ways
around your policy.
