Which version are you running? HTTPS certificates for Subversion are supported in Review Board 1.5 RC1. As for the substring error, we'd need to do some debugging to see what the problem actually is. In 1.5 RC1, if you can enable logging, it may provide a stack trace that shows what exactly faile
