Well, I don't know what to say. This is acting like some field got saved
incorrectly. The error is basically saying that the SiteConfiguration's site
is no longer in existence. So something changed or broke somewhere.

Without knowing exactly what changed, the only real suggestion I can make is
to start over from scratch with a new database.

No, and it won't help you. We don't use that variable, and it's for
something else entirely (admin-only e-mails). You need Review Board 1.6 beta
1 for this feature (and Django 1.2 -- we'll fix 1.3 compatibility in RB 1.6
beta 2, coming soon).
