In order to get a full blown CI framework from that description it sounds
like I would be reimplementing the essence of gerrit.  And I would end up
with a self-supported one-off contraption.  I would definitely opt for a
pre-existing framework with a development team and an accessible user
community.  Still, I would love to have a way to fold RB into that
framework.
