It seems like in 1.7, a 'Superuser' can change the fields (like descriptions) of a review request which is created by someone else. And 'Superuser' can publish such changes. While, in 2.0, a 'Superuser' can still modify the fields. However, the drafts (changes) are only accessible to the original submitter. And 'Superuser' can not publish them. Is this an issue, or actually a new feature?
