I came across this, too, and was able to fix it by setting a counter in p4 to point to the server. I think this is the direction they are going with post-review but it is not entirely well documented.
p4 counter reviewboard.url http://your-rboard-url post-review will then look at your P4 environment, get the P4PORT, look at the counter and hook reviewboard up to tho correct p4 repo.
