Can you describe an exact repro case for me, where it failed, how it
failed, and provide information on your file storage method (local
filesystem, S3, etc.., filesystem type, network mount), and software
versions?

I created abcdef.py file in p4 workspace(windows), then I did p4 add file.
Here is the output of command:

The output you posted is barely comprehensible. I don't even see anywhere
that you called rbt or post-review there, just the 'p4 add'.
Can you include (a) each command that you typed, and (b) the output that
you see from each thing?
