I think I made a silly mistake (I guess because I'm not much of a web
admin-type guy). I had given the wrong name to the conf file in /etc/
apache2/sites-available: I named it "TestServer.conf" instead of
"ReviewBoard.conf".
I rectified that and resolved the problem.
