Until their site is back up, I think you'll have to manually download and
install a build from http://pypi.python.org/pypi/flup/1.0.3.dev-20110405

Even if we mirror it, easy_install is going to fail when accessing their
URL unless this is already downloaded and installed from here.

It looks like they're having an issue. Unfortunately, that's listed as the 
source for flup, and the server's non-responsiveness is apparently confusing 
easy_install, which is beyond our control. I can try to mirror it if I can find 
an appropriate build, but can't promise it'll resolve the core problem.
