You're asking easy_install to install a package called "1.7.18".

Try following the docs on
http://www.reviewboard.org/docs/manual/1.7/admin/upgrading/upgrading-reviewboard/for
how to upgrade an existing ReviewBoard installation

and received the following...

No local packages or download links found for 1.7.18

Am I doing something incorrect?

Some of the 1.7.17 packages had some problems in the build stage that
resulted in broken javascript. Please upgrade to 1.7.18
