Hi,
Can you verify that your Review Board is running on Python 2.7? One
possibility would be that Review Board and rbseverity are using different
versions of Python.
Can you show a listing of /usr/local/lib/python2.7/dist-packages/ ?

Check the user rights on the
/usr/local/lib/python2.7/dist-packages/rbseverity folder, files and
subfolders.
It is possible that these files are only readable by root, as you installed
them as the superuser.
