Hi Terry, We only search the beginning of the summary, rather than searching for any text within the summary. The reason has to do with performance. On larger installs with certain configurations, it can absolutely swamp the server to do a search within the summary. We used to search anywhere in the summary, but it just caused too many problems.
Review Board 3.0 will feature some significant improvements to search, including searching for more than just the beginning of the summary.
