There's no setting for this at the moment. We realize that things are
confusing when admin users go and change other users' review requests.
We're working on some small improvements in tracking who made
specific changes (like closing a review request) for 1.7, and we'll probably
be doing some larger work in the future to improve the capabilities for
multiple users to collaborate on a single review request.
