James, You can upgrade the installed packages with easy_install -U, after which you'll need to upgrade the site using the rb-site tool. Please see the upgrade documentation at http://www.reviewboard.org/docs/manual/1.7/admin/upgrading/upgrading-reviewboard/for more info.
Python 2.6 will be fine.
