Ah, thank you, it worked. 

I did install Django manually but not Djblets. Error message confused me 
about where the problem might be. Preinstalling Django and Djblets, 
easy_install did install Reviewboard 1.6.1 with success.

No, you can just install the minimum version of those dependencies manually
and then install ReviewBoard. So, install Django 1.3.1 and Djblets...
whatever is in the setup.py for that release:

https://github.com/reviewboard/reviewboard/blob/release-1.6.1/setup.py

There you go.

You may have to wipe any newer versions from your site-packages first.

Old versions of 1.6 just specified a minimum version, and not an exact
version.

If you absolutely have to install an early 1.6, you'll need to figure out
and fix all the dependencies yourself. A pain, yes, but there's no
alternative.
