Hi Chuck,

Review Board doesn't currently have a way to make a site read-only like
this. What you may be able to do is somehow block people from logging in. A
hacky way to do that would be to set up something like Varnish in front of
it and write a rule to strip all cookies, so people can't have working
sessions. Definitely a hack, but it's one option. That way, people could
browse the site, but couldn't log in and change anything.
