Now I just don't want a new user to chose ReviewGroup himself. But in the
page http://192.168.3.20:8080/account/preferences/?next=/dashboard/, in the
"Groups" part, Every group shows as an item of a multi-selection box. Can I
change somewhere so that those groups info is readonly? for example, disable
those review-group item boxes.

That page is shown if a Profile in the database for that user doesn't yet
exist. You would have to go into the Database section in the admin UI and to
Profile and create one for each user. It's sort of annoying to do, and ideally
creating a user in the admin UI would just create a Profile as well, but
someone would have to write support for that.
