Yes, at a high level, the steps mentioned by you are good enough.
Recently, I had to bring up ReviewBoard 5.0.5 from scratch on CentOS9 and
followed the documentation(i.e. steps you mentioned) and I was successful.

However, the only difference in our case is our existing RB is on a Linux
OS.  Please follow the documentation and you should be good to go.

The only problem you can come across after importing the DB is HTTPS. If
your production is on HTTPS and your dev server is HTTP, after importing
the RB site may not be up. So, it's better your dev server also owns a
HTTPS/TLS certificate.

Would the high level approach be along these lines?

1.Build out the target platform, following the installation guide for 5.0.6
2. Create a Site, to match the source site name
3. Backup the DB on the source platform
4. Export the database, copy to the new platform
5. Import the DB to the new platform
6. Update the Web server to access the imported database.

Hello, I'm new to Review Board and would like to understand the steps 
involved in the re-platform and fresh of Review Board from a Windows hosted 
Bitnami package of Review Board 2.5.7 to a target platform of RHEL 9.0 
running Review Board 5.0.6.  The source DB is MySQL 5.5, the target DB will 
be MySQL 8 (or later).

Would the high level approach be along these lines?
