There's a bug for this that I'll be looking into for the next release.
This field basically just proxies to the Site entry in the database admin
UI. Just edit the existing Site and set a new value for the domain.

In the general settings under Admin there appears to be a place to set the
Server URL. When I set this and click save, the value just disappears.
So it doesn't appear to be getting set so when emails are sent, the server
is left blank and the links look like:
http:///reviewboard/r/16/
