Hello,

It was noticed when producing RKH version 1.3.0 that it could get a bit
confusing as to whether a user was using the CVS version of RKH or not.
It has, therefore, been decided that the CVS version will take the next
sequence number, and the officially released version will take the one
after that. So, at the moment the CVS version of RKH is version 1.3.1.
The next official release will be 1.3.2. After that, 1.3.3 will be the
CVS version, and 1.3.4 the official release, and so on.

Note that if using the CVS version, the '--versioncheck' option will
still work correctly despite it saying that the latest version is less
than your running version.
