I have commited the initial program change code to the ccherrett branch. It is very easy to use.
Right click in the matrix Editor and select Add Program Change. The Insert Event Dialog will appear in program change mode with the absolute time determined from where you clicked on the matrix. Please let me know what you think. the next step is naming the program change numbers so instead of 0-127 they state the name of the currently selected bank.
