I don't use it much myself, but I will try to explain it. Voices aren't automatically split into layers, but you can create layers and put a voice on each one. Each layer will appear a different color. You can move from one layer to another by the colored layer wheel and I believe there is a layer menu that does that too. Still not 100% sure this is what you meant, but I hope it helps. In that case I don't think Rosegarden doesn't have such a concept, because it is not a music typesetting programme.
