I'm not sure how this can be achieved with the DSSI plugin, but with an 
independent fluidsynth instance you can have more than 16 MIDI channels, 
multiples of 16 (so 32, 48 etc.) which fluidsynth will expose as 
independent sets of 16 channels. This is due to the limitations of MIDI 
which only permits 16 channels.
On the rosegarden side you'll have to do something specular for midi 
outputs: that is add another midi out from the "Manage Midi device" 
screen. Then connect everything up via (for example) qjackctrl: first 16 
channels from rosegarden midi out 1 to the first 16 channels of 
fluidsynth port 0 and so on.
