Using RO 6.20 / RPCEmu 0.8.10 / Win7 32bit:

Here, the keyboard shortcuts which you list, both work. So too do f3
(copy), and Insert (new directory). I haven't tried all the others.

No idea why yours don't work. Could it have anything to do with the
Windows keyboard configuration?

Mmnnn! I wonder if it's anything to do with my Win 7 being 64 bit?

Both Win and RPCEmu are keyboard set to UK, and the only change I have
made with the Win keyboard is MouseKeys active, but I'd already wondered
about that and tried with MouseKeys swiched off... No change.

Any thoughts on what I might be missing?

Okay, I've found the problem... Tiz me.

In the Filer configuration, as well as ticking Enable keyboard shortcuts
I had failed to also tick Claim input focus automatically

Now done and the shortcuts works on all emulated RO 6.20

A bit of extra note about this, it's an icon that is attached to the 
*running window*, not browsing to the executable in a file manager.

Depending on where your window manager places it, it could be on the title 
bar, system menu bar, only visible when you minimise the window.

It was tested on gnome (2.x), cde, xfce, twm, fvwm, so I'm pretty sure 
it's using the standard method. (The only one that it appeared not to work 
in was jwm, for unknown reasons).

OK, the icon appears on the system menu bar.
I was looking for it on the top bar of the window, I seem to recall seeing  
an example but can't recall where.

Indeedy you are so right Tony, I'd only tested it on a Data CD, but after
your note... Obviously not fixed.

Interestingly, yesterday when I returned the rpc.cfg, cdrom_type to the
default settings it didn't work on a Data CD either, I should have seen
the signs...

Odd. It's definitely a gzipped tar and not an uncompressed one and on
my Linux box it decompresses fine whether it has a .tar or .tar.gz
extension or no extension at all. On what OS did you download it?

I suspect Andre's method of download decompressed it when creating the
local file but didn't change the filename.  I think it was mislead by
incorrect headers from the marutan.net server.

The `Content-Encoding: x-gzip' means that the data transferred has been
gzip'd and must be gunzip'd to obtain the `Content-Type:

non-gzip'd tar file called rpcemu-0.8.10.tar.gz.
