It is possible for fprintf to have flushed the stream already, in which
case fflush will succeed. Use ferror() to catch that.

Not everything is meaningfully reproducable, and we don't have any policy that

It's not an issue of format, it's a tag number issue and tag numbers are
forever. The best chance is probably to let the whole tag die (replace by MIME
types)
