Best I understand it, sounds like: a. Split the RPM and DNF move to /usr, such that RPM move happens for Fedora 36 and DNF move happens with DNF 5 ~Fedora 38; b. Do not apply the RPM to /usr move on upgrades, only apply to new clean installs; c. there should be a symlink /var/lib/rpm ->
