While it's true RPM itself doesn't, most layers above RPM _do_, because that's pretty much the only way to do this. All of this stuff has consequences at higher levels of the stack (as I'm sure you're aware ). Migrating from OpenPGP to PKCS#7 and PKCS#12 would make it easier for the ecosystem
